In fact, Hubei's exploration of the education system has started two years ago.
At the end of 2015, the Hubei Provincial Commission for Discipline Inspection issued the Notice on Strengthening the Education and Management of Punished Party Members and Cadres, requesting Party organizations at all levels to take on the responsibility of education and rescue for Party members and cadres who have made mistakes. In June this year, the Hubei Provincial Commission for Discipline Inspection and the Ministry of Organization jointly issued the Interim Measures for the Use of Education and Management of Disposed Cadres in Hubei Province, which expanded the scope of administration from punished Party members to punished public officials, and further clarified the reward and punishment mechanism after the return visit to education.

A person in charge of the Discipline Inspection Commission of Luotian County, Hubei Province, told China News Weekly that about 17 cadres were re-appointed this year, most of whom came from poverty alleviation.
