Beijing Daily reported on Sept. 15 that after an old refrigerator enters the dismantling line, it takes only a minute to crush into small pieces only 25 millimeters long, which will flow into different areas according to the categories of plastics, copper and aluminum. In Beijing's largest "electronic waste" dismantling plant, such high-tech dismantling lines have suffered from an embarrassment of being "underfed", with capacity utilization of only 30% last year.
Where are the waste electrical and electronic products in the ordinary people's homes? Many residents choose to sell to individual merchants, and some worthless products are simply thrown away. Electronic wastes entering the informal channels will cause great harm to the environment. At the end of last year, four departments, such as the Municipal Development and Reform Commission, launched a pilot project on the construction of a new recycling system for waste electrical and electronic products. The first batch of 13 pilot enterprises were identified to carry out various forms of recycling. But in the process of entering the community, the recovery of the "regular army" still faces many obstacles.
Only 1/6 of waste is treated with environmental protection.
In a large factory building in the corner of Majuqiao in Tongzhou District, various kinds of electronic waste lie quietly on the assembly line and are broken up step by step along the conveyor belt. After the disassembled materials are classified and packed, the staff can easily lift the wrapper by operating the "arm" of the electric forklift truck and deliver the wrapper to a four-meter-high three-dimensional shelf.
This machine-based, manpower-assisted disassembly scene occurred in Huaxin environmental protection waste electrical and electronic products disassembly base. After the electronic waste has been dismantled, more than 9 of the materials can be recycled. As Beijing's largest "e-waste" dismantling plant, it can dismantle up to 1.5 million waste electrical and electronic products a year, but last year's actual capacity of 450,000 units, capacity utilization rate is only 30%.
However, the electronic waste generated in the market is far more than that. According to incomplete statistics, Beijing has eliminated 10 million old refrigerators, television sets, computers, washing machines, air conditioners, mobile phones every year, but only about one sixth of them have been treated environmentally.
Looking at the whole country, according to the White Paper on Recycling and Comprehensive Utilization of China's Waste Electrical and Electronic Products 2017, there were 500 million theoretical scraps of 14 kinds of household electrical appliances in China last year, but in fact, the qualified waste household electrical appliances treatment enterprises only handled nearly 80 million, accounting for only about one sixth of the total scrap. The processing capacity of these enterprises remained around 160 million units last year, and the actual capacity was only half of the total capacity.
"Regular army" has no advantage in recovering prices.
Why did most of e-waste not flow into formal channels? At present, the recovery sources of formal enterprises are mostly concentrated in government and enterprise units, but in residential areas, individual travelers are the main recycling force.
Yesterday afternoon, a scrap collector was riding a tricycle around the residential area of Hujialou Street. "High price recycling of washing machines, color TV, refrigerators, computers..." The brand with orange print hung before the tricycle. It was very eye-catching.
"Rear projection TV 40 yuan, drum washing machine 30 yuan." A waste recycler said he had to sell it back to the packing station, making only a dozen dollars for each item. But compared to regular recycling companies, this can be considered a high price.
Taking the banana peel recycling as an example, one of the pilot enterprises of the new recycling system of waste electrical and electronic products in Beijing, the recycling prices of the back projection TV and the roller washing machine are both 10 yuan.
Banana peel recycling official frankly, compared with individual travelers, the price of formal recycling enterprises is not competitive, the main reason is that the cost is higher. "For example, when a driver charges a refrigerator for a car, the total cost of gas, employee salary, payback fee to the residents, taxes and other charges is about 260 yuan, but after dismantling it can only be sold for about 100 yuan."
The community market is a "hard nut to crack".
We are more valuable, and few people throw it away, but small appliances are another treat. The reporter came to a recycling station near the camp with a hairdryer, a lamp and an idle MP4, but was refused. "These can only be sold by plastic, rather than just thrown away!" The collector said.
Because of worries about privacy leakage, the residents' mobile phones are also lying at home. For these products, regular recycling enterprises are the best end result. In order to change residents'traditional attitudes towards e-waste, formal enterprises are also trying to enter the community, but it is not easy to open the market.
Banana peel employee Xiao Wang recently went to five community properties to talk about cooperation, want to take over the renewable resources of the community, but were rejected. A more realistic approach is to develop recycling through cooperation with individual recycler.
Recently, the post office has also joined the regular army recovered from waste electronic products. At Shuipiaozi Post Office, there is a green recycling bin in the hall, which can recycle 35 kinds of small household appliances, such as mobile phones, hairdryers, etc. There is no cash settlement, and the residents who deliver e-waste receive a stamp as a reward. If it is a large household appliance, you can dial the phone on the recycling bin or make an appointment service through the WeChat public number.
This is the banana peel recycling platform and Beijing Post to explore a new model of recycling, has been laid out in 20 postal outlets. But the reporter in Shuibeizi Post Office random interview found that this new way of recycling for residents is still a little strange, recycling awareness needs to be improved. The staff said that the recycling bin had been set up for 3 days, and the electronic products received were still single digits.
Yu Keli, secretary-general of the Electronic Products Recycling and Utilization Branch of China Material Renewal Association, believes that community is the most difficult link in the recycling of renewable resources. The crux lies in the lack of integration between the enhancement of residents'awareness of recycling and the construction of enterprise channels. He suggests that businesses, governments and industry associations can build a trusted public platform. When all the electronic waste generated by the community can be handed over to the processing enterprises through a unified channel, the logistics cost of the enterprise will be reduced, and the electronic waste of residents will be more assured.
