Baoshan District Court after trial found that the defendant Dai Mouyuan in a securities management company engaged in software development work. Since April 2016, it has created a website for illegal gain and sold VPN wall software accounts on the site. At the same time, it rents several servers from overseas service providers to provide foreign website services which can not be accessed by domestic IP to the account sold. Dai Mou was arrested on October 10, 2017. As of October 2017, Dai Mou illegally provided VPN services to hundreds of people.
